A-03 UTILITY LOCATING

PURPOSE

This procedure defines the roles and responsibilities for locating University-owned utilities in preparation for excavation activities.

 

GENERAL

The University is a member of Kentucky 811 which is a nonprofit corporation providing centralized collection and routing of utility locating requests.  Membership in Kentucky 811 and this procedure assure compliance with the Underground Facility Damage Prevention Act of 1994 (KRS 367.4901)

PROCESS

  1. Notification
    1. Any party planning an excavation on University property must contact Kentucky 811 at least two business days before digging (811now.com or 800-752-6007)
    2. Kentucky 811 generates a ticket and sends it to the Delta Room
    3. The Delta Room sends a Notification of Excavation to:
      • Facilities Information Services (FIS) (Michelle Ellington)
      • UEM Civil (Joe Graft, alternate is Mike Duffy)
      • UEM Heating/Cooling (Mike Duffy, alternate is Graham Gray)
      • UEM High Voltage (Moe Barati, alternate is Larry Morris)
      • PPD Civil (Scott Hogue, alternate is Joe Graft)
      • ITS (Shelby Avery, alternate is Stuart Conley)
      • PPD Service Maintenance (Jim Blackwell, alternate is John Gambill)
      • PPD Grounds (Jerry Hart, alternate is George Riddle)
    4. FIS posts the excavation information on the Facilities Management website
  2. Utility Locating
    1. The respective UK parties mark the location of the UK-owned utilities in the excavation area within two business days of receiving the ticket.  The mark can be done with flags, paint, or whiskers.  The paint mark must be 12” – 18” in length and 1” in width.  The preferred method is to locate with flags or whiskers in landscaped areas and to minimize paint on hardscape.
      • UEM Civil – natural gas (yellow), sanitary sewer (green), storm sewer (green), and domestic water (blue)
      • UEM Heating/Cooling – steam (yellow) and chilled water (blue)
      • UEM High Voltage – electricity (red)
      • ITS – communications (orange)
      • PPD Service Maintenance - exterior lighting and low voltage (red)
      • PPD Grounds – irrigation (purple)
    2. The respective UK parties compare the actual location of the utilities to the location on the drawings and note any difference.  The marked-up drawings are then given to the PPD Civil Engineer who collaborates with FIS to revise the drawings.
    3. The respective UK parties notify the Delta Room when the locating is complete.
  3. During the Excavation
    1. The PPD Civil Engineer monitors the excavation site and notifies FIS and UEM when the excavation begins. 
    2. The PPD Civil Engineer surveys all exposed utilities and provides the data to FIS.
    3. The respective UK parties monitor the excavation to ensure the work does not risk damaging existing utilities.
    4. The PPD Civil Engineer notifies FIS when the excavation has concluded.
  4. After the Excavation
    1. FIS closes the excavation notice on the FM website.
    2. FIS updates the utility drawings as needed.
