Adair County had an estimated population of 16,243 in 1999 with 70 percent on public water. The estimated population in 2008 was 17,925, with 99 percent of the county's residents served by public water. The Water Resource Development Commission has prepared a report on water-supply infrastructure in the county. It is estimated that there are over 200,000 water wells in Kentucky.
