Proposed Changes to Constitution
and By-Laws

Long-Range Planning Task Force

Constitutional Changes:

Article I, Section II First Object -- Change "Animal Science" to "Animal Sciences".

Second Object -- Change from "To promote Animal Science" to "To promote Animal Sciences".

Third Object -- Change from "some phase of Animal Sciences as a profession to "some phase of the Animal Sciences as a profession".

Article II, Section II, A -- Change from "offering a baccalaureate program" to "offering a baccalaureate and/or associate program".

D -- Change from "No person shall be invited to join any collegiate club except by a two-thirds (2/3) vote of National Convention assembled" to " No person shall be invited to join any collegiate club except by approval of that individual chapter".

E -- Delete the words (and approved by the National Executive Council".

E -- Add at the end of "such honorary members shall owe no fees or dues" the statement, "and be subject to final approval by the National Secretary/Treasurer".

Article II, Section V -- Change title from "Pledgings to "New Member Candidates".

A -- Change "pledge" to "nominee".

B -- Change "pledge activities" to "New member activities".

B -- Insert the words "that are" between activities and degrading.

B -- Change "pledge" to "nominee".

C -- Change "pledge" to "nominee".

C -- Reword entire sentence to state "no nominee shall be initiated into the full membership until the full membership fee has been paid".

Article III, Section I and II -- No changes but this part of the Constitution should be publicized in the annual business meetings as a part of the agenda.

Article IV, Section I -- Change "Council" to "Committee"

Section III, A Delete all the wording in parentheses.

Section VI -- Change "Council" to "Committee"

Article V, Section I -- Change the last sentence to read in its entirety "These four individuals shall constitute the executive committee of the national organization".

Section II -- Insert new section (B) to read "The nominating committee shall consist of three past national presidents, with the most immediate past- president serving as chair".

Change current section (B) to section ()with wording remaining intact.

By-Law Changes:

Paragraph II, A -- Change "Council" to "Committee"

B -- Change "A petition for charter shall be of such forms as the Executive Council may prescribe" to "A petition for a charter shall follow guidelines established by the Executive Committee of the national organization".

B -- Change "submitted for presentation to either (1) the delegates assembled at National Convention or (2) the individual chapters..." to "submitted for presentation to the delegates assembled at the National Convention". Everything else following this statement is to be deleted.

C -- Delete the words "or by correspondence" and the following entire sentence.

C -- Change "A copy of the ritual shall be sent to the officers of the chapter to be administered to the member" to "A copy of the induction ceremony shall be sent to the officers of the chapter upon request".

D -- Item (1) delete the words "but only by prescribed ritual".

[Note -- A copy of the "induction ceremony" needs to be updated and placed on the homepage.]

Paragraph II, Section F-3-F -- Change "the following committees whose duties shall be as follows" to "appoint committees which may include those whose duties shall be as follows:".

Paragraph V -- Change "sent to each" to "made available to each".

Paragraph VII -- Change "use of the ritual" to "induction ceremony".

Paragraph VIII -- Change "he has paid his initiation fees" to "national dues and any local chapter membership fees have been paid".

Paragraph IX -- Change "his" to "an".

Paragraph X -- Change "Council" to "Committee".

Paragraph XI, A -- Insert the words "be encouraged to" between "They shall" and "meet at the".

D -- Insert "and/or associate" between "baccalaureate" and "degree"".

E -- Delete the words "except as stated in paragraph XIII".

[Note - We should find out exact meeting plans/programs for each section as they currently exists.]

Paragraph XII -- No changes recommended but it would be prudent to know from ASAS if this is still their policy.

Paragraph XIII -- Change "Junior college club shall be eligible to compete in national competition in chapter activities an and chapter annual report" to "Junior college clubs shall be eligible to compete for national awards".

-- Delete all words after universities in the last sentence.
