MORE THAN 32,000 LOTS ON PLAT BOOKS Andrew Eckdahl
Fayette County subdividers riding the crest of a building boom that took a tremendous leap with Lexington's industrial expansion of the mid-50shave put more than 8,000 lots to plat here in the last seven years. That figure8,024 as of last Oct. 16 to be exact represents a fraction more than one-fourth of the lots recorded since plat books were started in the county clerk's office in April, 1885.
In all, the plat books show a total of 32,062 lots recorded since 1885.
The 1955-61 subdividing represents an acceleration of a construction program that began in 1945 when home-hungry veterans came marching home from World War II.
Between the end of hostilities and last October, 15,546 lots were platted, and many of the early post-war subdivisions such as the Meadows, Clays Mill and Rosemill subdivisions, for examples, were full before the industrial acceleration began.
The last few years have shown two significant developments: 1. Subdivisions have become big business, with developers thinking in terms of 100 to 500-acre layouts. Before World War II, 10 to 12-lot subdivisions, with the divider building all the houses in the subdivision, were not uncommon. 2. Generally, subdivisions are getting better, due to more restrictions placed on developers and a stronger check on facilities as they are planned and installed. The frantic building days immediately after World War II produced some developments that still are plaguing city and county governments.
To point up the "think big" idea of subdivisions of the last few years, one has only to drive through such developments as Eastland Park and Dixie Plantation northside; Gainesway and Lansdowne to the southeast; Gardenside, Garden Springs and Beaumont to the south, or Cardinal Valley toward the west. There also has been a trend as witness Gainesway, Lansdowne and Gardenside to see that private or semi-private clubs are incorporated in the subdivisions as a lure to prospective property owners. But, generally speaking there has been a dearth of recreational areas in Lexington subdivisions down through their history. A survey of existing neighborhood park facilities in the suburbs easily empha | ||
sizes that fact. The last year or so has seen more and more subdivisions tied into the city sewage disposal system due to (1) the big expansion of the disposal system and (2) a policy of the City-County Planning Commission not to allow residential zoning unless sanitary sewers are provided. The commission in some cases has required sewers for half-acre lots where sewers are available.
SEPTIC TANKS ARE PROBLEM Septic tanks, according to Robert Damerau, city-county director of planning administration last year, have been the biggest problem of the post World War II subdivisions.
And it is likely that this problem will continue in the "older" of the new subdivisions, along with the recurring problems of drainage.
According to Damerau, prospective lot purchasers can expect these facilities in subdivisions currently being developed:
1. Street lights, installed by the city, if the subdivision is within the city limits. Street lights are not required in subdivisions outside the municipality. However, street light plans and easements, for possible future use, are required.
2. Paved streets. Curbs and gutters are required in almost all cases, save for residential developments in big-lot Agricultural 1 area.
3. Fire plugs. They are installed by the city in subdivisions within its boundaries. In others, the developer is required to install fire plugs at the same intervals required within the city.
4. Sidewalks have become almost mandatory for subdivisions, being required on both sides of collector streets in Residential 1 and one side of such streets in Suburban 1 half-acre lot areas.
5. Wider streets are being required, the right of way having been increased in 1960 from 50 to 60 feet, except for cul de sacs and loop streets without intersections. Generally the width of paved surface has been increased from 28 to 31 feet. A 37-foot paved width,allowing for two parking and two driving lanes, is required for collector streets.
6. Storm sewers, under plans substantiated as adequate by the city engineer or county road engineer as applicable.
7. Adequate gas, water, electricity and telephone services.
8. Neighborhood parks in some cases. (The legal authority of the Planning Commission to require such parks as a condition of subdividing still was being tested in the courts late last year.)
9. Sanitary sewers in almost all cases.
Population figures for various subdivisions are a tricky problem, due to the expanding nature of the developing units and the fact that in already developed subdivisions census tract lines do not follow subdivision boundary lines. | ||
However, the 1960 census report showed an average of 3.21 persons per household in the county as a whole. For various census tracts the population per household figure ranged from 2.33 to 4.24.
Before the plat-book system of keeping track of subdivisions was begun, about 60 developments in and around the older sections of Lexington were recorded in various books.
A total of 779 plats of subdivisions and subdivision unitsthe vast bulk of them for residential purposeshas been recorded in the plat books.
Some of the additions recorded, due to the changing character of land use down through the years, no longer exist as such. Others have changed, though less materially. And a few of the earlier ones, possibly, never materialized in that form.
